Error Accessing CCCApply site

We are having issues with the proxy error accessing the CCCApply site.  At first I experienced on our campus network in Citrix and I thought there was some changes to the browser settings.  It worked in other areas of the campus.  However I was getting the same message on my phone.  I thought it might be on the campus wifi so I disabled wifi and still got the error.  We have dozens of HS students trying to apply and it's been reported that they are getting the proxy error on their phones.  Thoughts?

  My phone was using a VPN.  I took it off the VPN and used incognito and got in.  However others are still affected.

  We got HS students through the applications.  But still curious why it behaves like that on some phones.
